The five men escaped at the beginning were stopped two miles from the finish line and Haedo turned out to be the strongest in the field.
"The last 500 meters were difficult," said Haedo told reporters. "I knew I had to go late and that's what I did," he added.
Wednesday's stage will be a trial of 49 kilometers from Monteux to sorghum, counter testing his new bike once more in their fight against the clock.
"There is still much work to do, but I think I'll have a great bike for the trial," he said.
Briton David Millar, who seeks to challenge the English in the overall victory, was also among the favorites.
